Oh my god not every song is about the damned Rev (not literally... I don't even believe in heaven and hell) but to me it seems to be talking about people of 'higher power' forcing people to keep their heads down and obey, hence the 'watch your tongue or have it cut from your head' and 'they've come to take all your rights'. It seems like its in the kings perspective, now I think about it the words seem to be metaphors for hell and the devil
