The great thing about writing in a way that is metaphorical, but not entirely direct, is that it allows the one listening to apply it to their own frame-of-reference or to make their own meaning from the lyric or presentation.
In this case- as is often the case with Dio’s lyrics- it is both sociological (suspending its judgment and commenting on the world and the human condition) and also philosophical.
The song speaks to the fact that there are people in the world who disguise themselves and promise “pleasures” etc, but are really just leading you into evil. They will take your soul... This then becomes a biblical theme where we are made to understand about what sin is.
“Promising pleasure, treasure... You can turn out the lights, but your evil deeds will shine through- “you’ve got evil eyes”. And the temptation can seem “pretty... even to the pure at heart”. Such is sin’s alurement. -
''Evil Eyes'' is like having a talisman in the fight along with believing in yourself for protection against the ''evil eye'' that was cast on you by the one[s] who believes and wants to see you harmed. So the Protagonist in this song is persuading you away to not compromise with the evil that is in the eyes that lies to you and us in this world that wants the power to turn our eyes towards their evil to become sugar coated Evilites ourselves. This has been happening much more when we continually absorb their ''lies'' that are willing to stay evil with them in power thru Bad media,politics,entertainment,religion,government,etc., that has never been so evil these days that is compromising with These Real Evilites with evil eyes that lies, using the many smiles and always tries to take our God given soul and spirit away from seeing,feeling and knowing the truth.
