I reckon the first two verses are about how media has made our culture based on hate and greed etc. And the last verse the band just wants weed to numb the thought and he's saying that he found some and will share to whoever says who lost it, and the weed gets smoked and they feel better! :)

A child is looking in a book at a little girl laughing at a hippo, while listening to some version of hooked on phonics(the voice saying all this).

The child is on a new page, on this page a cat tells the little girl not to say hurtful things like I hate you, or to call someone fat.

This sound I found said, this sound belongs to a hot ray, ray, hot, pot, pot.
The magic medicine worked!
I'm not sure what this verse has to do with the last two. For some reason I can't help but think the sound heard is the lighting of a doobie, the hot ray is the light coming from bud and giving it away means sharing (or selling) the weed, the magic medicine is most likely weed.
