This song from what I believe is about knowing the fact that not everything in the world can be found out. Once something new comes out, it's suddenly a whole new thing to learn.

'Riddler Riddler ask me why
The birds fly free on a mackerel sky

I am guessing that this part is spoken through somebody who thinks they know everything and the "Riddler" has come to challenge their knowledge.

The chorus I believe is spoken through somebody who is disproving the person who thinks they know all. That could be "The Riddler" singing. 'You think you dwell in wisdom's sea...'; that part is deliberately saying "So you think you know everything?"

But by the Oceans' minds'

That part could be hazy, but I think it's spoken through the person who thinks they found out everything, and they're finally backing down. They realize that they really don't know everything. And now they're only saying "okay, now I'm just gonna learn what I can learn".
