I honestly think this song is about depression; here's why:
"Fishing for a friend,
Can't remember when it was dark
Or the sun coming up."
The person singing/the main character of the song doesn't have friends, and can't remember the sun coming up/when it was actually dark, because to them it's dark all the time.
Far across the ocean lone,
While numb bears at home
Said I could never get there,
Never get there.
A lot of the time, depression makes you feel numb and emotionless, sometimes heavy, like a deadweight. I think that's where "numb bears" comes from. Or it could also be referring to "numb" as in emotionless, and "bears" as in hurtful, dumb (no offense bears love u), lumbering creatures, like emotionless, dumb, and hurtful creatures, probably people when you strip away the metaphors, and they said that you could "never get there", which I think means people are saying that you could never get so sad/depressed/suicidal.
"Breaking little twigs with my feet
And underneath
Is a road that's so steep."
These lines, behind the metaphors, mean that she is breaking apart/breaking off all of her little friendships and relationships ("breaking little twigs..."). The "road that's so steep" refers to her going downhill quickly.
"Far across the ocean alone
While numb bears at home
Said I could never get there
But I'm already there."
These lines reiterate the main character of the song being alone, and talks again about the previously explained "numb bears". Again it says "that I could never get there" but adds "but I'm already there", which I think means she is already that sad, that depressed, that suicidal, etc.
