The whole of the song apart from the second verse is about a kid called Jeremy who shot himself in front of his class. However the second verse and only the second verse is about a boy that Eddie Vedder himself picked on at school.
The video shows the phrase '64 degrees and cloudy' at the start and the end of the video to show even thou the boy shot himself publicly nothing has changed. -
Pretty much everyone so far has gotten the idea. It's about when Eddie read an article about some kid named Jeremy who brought a gun to school and shot himself cause he felt no one cared about him.

I wanted to clear up a few common misconceptions about this song. I have heard so many explaination for the lyrics of this song that reality is starting to slip away. The real meaning...
Good ole' Eddie Vedder read an article about a school suicide and then revamped a song he was having trouble with. The song is about an actual incident that took place in a Texas school. A boy who had repeatedly been bullied decided to appear in front of his class one day and give them an image that would stick for life. There is no certain evidence about what the original lyrics to the song were, but I have often inserted the word "Germany" and came up with my own conspiracy theory that the song was about Hitler. Try singing, "King of Germany" instead of "King Jeremy." -
