probably that he knows that the state of the nation is so bad that he, as a common man can do nothing about it, so he is left waiting and, hoping that everything sorts itself out.
he has no hope that that will ever happen but he has no other hope to beleive in and hence is "still waiting" -
I think it's like a letter from guys like Sum 41 and I to the government who are fed up with the way they are just a bunch of greedy assholes who hide everything form us. And that everything is the truth.
