I think it is using Biblical imagery of the final resurrection when Christ returns and there will be a new heavens and a new earth where pain and death will no longer reign. Revelation 21-22 describes Gods healing of the creation and there will be no more tears or death. So “Arise” can literally refer to the resurrection into new life in Gods kingdom where we will be more than we ever dreamed.

(meaning: you can always start over, "hammers and needles" mean repairing, mending and redoing things)

There's still strength left in us yet
(meaning: don't give up easily after all these fights!)

There's some hope left in it yet
(meaning; there is always hope)
And the last line took my breath away:
"Arise and be all that you dreamed, all that you dreamed"
This is my all time favorite inspiring song ever!!!!

I feel like this song is about overcoming things. In the end, we will arise and be everything we've ever dreamed. We will be stronger and everything because of God.
