I think this song is about an extraverted college girl who has a lot of personal problems. She doesn't have any way to deal with it, so she dedicates her life to drinking, partying, and doing drugs, and being the center of attention. John knows this is a destructive lifestyle, and wants to help, however, he knows that he has no control over her. He also knows that she will end up pulling him down with her if he tries to help. I think the neon reference is a nod to different personalities and how people react differently when they're lit up like neon. This girl deals with it in a very outward way and "buzzes" from place to place craving more and being drawn to the brightest thing. John knows that in the end, the addiction will get her, and her in-the-moment mentality will dull her as a person.
