For instance, people often think that kids who wear the dark clothes, dye their hair, and wear the dark make up are "bad kids." When they have done nothing wrong to make them bad. They are just expressing who they are, which is no crime. Another example is how gays are treated with a lack of respect, even though it is something they are born with. Being gay, lesbian, bi, etc. does not make you a bad kid. I think the lyrics are intended to go against the what society considers wrong, and empowers those who are misunderstood.

I think this song is about young anarchist rebeliants who don't want to be controlled, that's why they are pushing their independence off the limits, which is considered by most as being "bad" and degenerative. The stereotypes they have received have pushed them even deeper into their extremity, which is showing by their look - dyed hair, dark clothes, rings and other things that make them feel more individual and unique. But there's an other side of the medal, that this fact is making them even more separate from the other groups in society, so they may be feeling lonely and unaccepted. GaGa is trying to show us, that under the mask of rebelliance, there's still a human, who needs to be understanded and accepted, instead of being used as an example of a weird and inappropriate behavior.

To me it's about not being like everyone else and feeling "bad" or different about it. And instead of feeling bad about it, all us "bad" kids should band together, be confident and happy about who we are and make different the norm. So many of her songs seem silly and meaningless until you really listen to it. She's very empowering.
