A song about moving away from home and proving to everyone who doesn't think you're good enough that you're gonna make it.
The title refers to the idea of a flood (in this case, a metaphoric "flood" of criticisms or people who don't believe in you) stopping you, in the way floods cause road blocks and stop people from doing things.
It also plays with the idea of "flood" meaning "tears", stating quite proudly, "you can't flood this town" (in other words, "you can't make me cry"), and "you can't stop me / you're never ever ever gonna stop me now".
