High School Sweethearts is quite clearly set out. Crybaby has certain standards if you want to be her lover. Other girls should not have her lover control her and have rules to an extent to respect them. Crybaby's standards were:
1. To accept her for who she is and her craziness
2. To have a faithful, loyal, loving relationship till the very end (death).
3. Encourage her, respect her passion, don't make fun of what she loves.
4. You can't be embarrassed about their relationship, you have to stay loving and caring outside, in front of others.
5. If you're expecting to do absolutely nothing and for her to give all the love and do everything and you won't work, no point going into a relationship with her.
6. If you cheat, you messed with the wrong girl.
7. If you can't handle her and her way of showing love, don't waste her and your time.
The song's not saying to have these specific standards, but to not let others take control and walk all over you in a relationship, you should have a say.

I honestly think this song is about how there are rules for dating, and if you cross them, you break Crybaby's heart. You must love her, be with her till the end, not waate her time.
The song is actually trying to talk about how many highschool relationships end up in naught, and it's sort of telling us to be careful, in a sense. -
High School Sweethearts is about teenagers that date in high school and focus on popularity and looks, instead of the heart and personality. Melanie mentions it’s a waste of time, because most of the time dating in highschool isn’t lifelong, genuine, and doesn’t last. She’s saying she wants a lover who actually cares about her, and not a casual high school relationship that won’t last.

In my perspective, I think this song is about how Crybaby wants to be with someone who would accept her the way she is, wouldn't cheat on her,treat her right,and more. Due to all the other ones she's been with (Johnny, Blue Boy, Alphabet Boy, etc.) she wants someone who would make it with her to the end.
