Tom Delonge, DID really write this song about his girlfriend. The lyrics "She left me roses by the stairs, surprises let me know she cares" is an actual event that happened. Tom stayed late at the recording studio and when he got home his girlfriend had left roses by the stairs. And to the person up there, you're right about his girlfriend getting sick of him writing about other girls. -

And it is called all the small things because its taking about all the little things she does for him and that he appreciates it. It says "my little windmill" because its talking about how she won't stop loving him and she'll just keep on going. -
Windmills rely on the wind, which is always there. I bet that's what he means by 'my little windmill'. She'll be there even if he doesn't want her to, but she'll stop if he stops existing (Like a windmill would stop if there's no wind)
And I think this song is sort of him thanking his girlfriend for being there and showing him she cares, and even if he doesn't show it, he cares about her too. -
the windmill is a metaphor for her coming of age as rite of passage for bringing in sandwiches, if you know what i mean jelly beans. she likes to put things in her mouth, this definitely not about a blow job. I heard an interview on Radio Disney and this most definitely just means that Janet, Bob's girlfriend is growing up and realizes that her boyfriend, now husband is a pedophile AKA pedobear.

I suspect the Windmill thing has more to do with the way she dances than anything else. And he calls her his little windmill.
This one is just a guess but It wouldn't surprise me.
