Drake speaks of a woman way out of his reach. A stripper who’s lifestyle does not and cannot match his, despite how much he knows she’s worth. He gets down on himself for showing love and affection to a girl who can’t receive it, a girl who isn’t used to it, a girl who’s mindset won’t allow it.

Drake is referring to a stripper in a fictional setting/place called houstalantavegas. Houstalantavegas is basically three major cities that are live during the night time and have lights flashing everywhere. The stripper is trying to get out of that place that's why Drake says "throw them 1s in the air for her because those 1s you throw will get her out of houstalantavegas".
