I think its because she liked blue boy,BUT:there was another girl blue boy liked,so I think she wated him so she pacified and then blue boy liked mel,so they started to play with eachother and she thought blue boy wanted to be with him,so she barged in and showed her boobs to make him want her. If you REALLY want know the meaning behind this song think about real life. For example near the ending of the song the "basic bitch" shows her boobs to "tired blue boy" and he takes her. This basically means Melanie had some sort of love triangle. She wants the boy to realize that he should take her instead of a slut that doesn't want him she just wants sex. Melanie wants him to happy with a girl who ACTUALLY loves him. Her.

Basically,Cry Baby sees "a tired blue boy" who is essentially getting choked with love and affection his girlfriend is giving him,she sees that her love is making him waaaaay too tired so she decides to give him her take on what true love should actually be-plain,unscattered love. Also,she loved him since (possibly) her childhood and that love persisted into adulthood (since Cry Baby obviously grew up and became sort of a man-eater persona,maybe it's a case of an MPD (multiple personality disorder) coming from kinda messed up family) and now she decided to finally become her own self and obide by her lyrics "But was he yours if he wanted me so bad".
Kinda like reclaiming what was once her own but slipped away.
At least that's my take on these lyrics. -
Can't we think in a different way like assuming Melanie to be the crybaby any of her competetor as that girlfriend and that blue boy as the audience who used to say that they love her only?(I know it sounds impractical)(After all she isn't that sickly exposive as others like Ariana and her style is different)

At this point of Cry Baby’s life, she is numb to love and pain. She sees a boy she likes and goes after him. She doesn’t care if he’s taken or if she’ll end up with a broken heart. She simply gives his girlfriend a pacifier and steals her man. Perhaps, after seeing her father with so many mistresses, Cry Baby has no problem becoming one as well. But, I think on a deeper level Melanie is just saying Cry Baby doesn’t care about consequences or what anybody else has to say about her anymore. If they’re getting on her nerves, she’ll just pacify them. I hope this help -ali marie

Pacify Her is about a girl that Crybaby HATES and that is with a boy that Crybaby liked. Once the girl had left, Crybaby swept in to 'take her man'. The girl wouldn't stop complaining, so Crybaby shoved her pacifier in the girls mouth, either hoping she'd finally SHUT UP or she'd just plan CHOKE ON IT.
