A song about bestiality and incest. The people who take place in such acts are being compared to fishes. To understand it better, you need to know that the fishes which travel to their breeding (Laich) place, like bass or something, are in fact breeding with everyone. The females are laying eggs and males are impregnating them in water with sperm. They actually do it indiffrently, even with their biological siblings or parents, it's just a one mixed orgy.

Laichzeit/Spawning Time, I believe, speaks of a son's desire for his mother, sisters, and, perhaps, dog. At the end, it suggests that most of them are willing, but his mother drowned in the sea, his sisters are too busy, and (and this is confusing) the dog is waving hello. Ad the "fis" (his Mr. Happy), mentioned throughout the song and has been offered as a "gift" to his mother, but it seems to need its loneliness, which, I think, means that it is, for now, devoid of the boy's seed.
