The cool thing about the lyrics of this song is that it's not just literally about winter, but it also tries to tell a story about it.
The song's symbolic and mystical lyrics seem to be inspired by Norse mythology which dates back to times where natural phenomena were explained with stories about humanized God like figures. I think the 'Ice Queen' is specifically a depiction of the Goddess Skadi, the Goddess of winter or the Goddess of Shades and Darkness. She was simply the symbol for winter in Nordic mythology, and was not necessarily an evil character, but rather stands as a symbol of the coldness, darkness and perhaps the loneliness that winter comes with.
It seems like the song actually tends to refer to old times. It tries to depict how people in prehistoric times/middle ages might have felt and thought about winter. -
I think it could be either literal (about winter) or symbolical (about loneliness/heartaches - symbolized by cold).

I think they sing about winter in the north, since that is where the days get shorter.
It can actually be really cold some places there, so there was certainly some people in the past (When the electricity did not exist) who died of cold.
And that's the time they most probably sing about. Where ice queen represents the massive cold.
And then the summer came and the end of the ice queen's raging was over.

So it is not about global warming at all!!! -
This song is about a cruel woman (possibly a "black widow") that takes advantage of men who probably are going through a tough time and feel like they need someone to turn to for help, thus the lyrics "For warmth, you'll be longing". She makes them feel special, they get married, she either breaks their heart or kills them. This happens again and again, and each time men fall for her trap, thus the lyrics "Haven't you seen? Haven't you seen?".

I think this song is about Global Warming and everyone believing that we're doing it. But were not, we've had this sort of heatwave before, it's a pattern. "Haven't you seen the ruins of our world?"
