Here is my opinion:
I don't really believe that this is about politics. David Draiman, the frontman of the band, is of Jewish descent. Disturbed is known for how some of their music reflects on the holocaust and the suffering of the Jewish people. (They also create music that represents other 'deep' things.) David is a very big activist in holocaust awareness. I believe that 'Enough' talks about the pain that the Jews must have gone through. (It is unimaginable, the amount of human hatred that was taken out on them. Six million Jews were viciously murdered. They were a wrongly persecuted and innocent people.) Before and after each chorus, Draiman seems to talk about the mercilessness of their tormentors. The choruses, themselves, seemed to be an appeal to man's (or the Nazis') humanity. To think that your family was ripped from your arms and that your people were dying all around you. Wouldn't you ask, "Is that enough?"
There are many different interpretations possible for this song. Every song is unique to everyone. This could be a song to express the pain of people everywhere where there is suffering. It might just be a reflection of human nature.
You should always try to find the meaning in music. -

#3 top rated interpretation:The verses are being told from the point of view of tyrannical governments controlling and oppressing the people. The choruses ask the people when it will it be enough to fight back, where the line is drawn. Do they even have a reason why not to stop the oppression and fight back when the government is killing people to stay in power? The pain will continue to grow, for all the generations after you, as well as the governments power, so now is the best time to fight back.

The way I imagine it, this song is talking about how a merciless person (or people) has taken from the defenseless, leaving them with a broken heart and ship wreck souls. Then, the chorus is a person who has had enough pain and expresses his/her sorrow by asking the people and the merciless person (or people) which scenerio would be enough to change the way things are.

"the haunted deny everything" I think this means that those who have killed, or cause killing (possibly the government) deny that they had anything to do with it and blame it on others, which I've seen the governments do countless times. *did they even have a reason why?" I think this means, that the government is pointlessly sending "our boys (and girls=)" to war and getting them killed. The lyrics following meant to me, we have shed tears for those who've gone to fight for "the cause" when really ... is there a cause?

It's about all the crap that the higher people put the lower people through, and the song is practically saying,'will you wake up and fight back now that death has been brought upon us by these people? will you open your eyes and stop being so freakin' submissive?'

Being Dave is of Jewish decent, this song's lyrics can relate to the happenings of the Holocaust. It makes sense if you look at it in that way.

In the beginning it David is saying how the government set us up to keep there family tree rich and powerful at the cost of us as people dying. Then he saying that they set it us up so good that is make it so much easier to lead. Then the chorus is showing us how we feel by the effects they created then he saying thet do what the hell they want with out warning and then he explains the (Dark forces ) tragedy in our life makes it impossible to see the big picture the he asks us did they even have a reason why and that can they even comprehend whats happing to us then he solo is basically our reaction to how we feel angry or mad by everything happing then the chorus again. The whole song is basically about American Government controlling us with lies and set up events ( 9/11) is an example for some of us. Personally if I where yo and you want to find out more what he is talking about Read the book beholde a pale horse by William Cooper or atleast look up the Illuminati conspiracy which is really much true and then from there do research on what ever you find.
