She knows she is hurting a person but she still wants them to love her beyond her decision. However, the person she is talking to has also hurt her, as she says: "Sorry cant save me now"
She doesnt know how to get over the events and forget what has happened, being proven when she says: "Sorry I dont know how." Which means she doesnt know how to forgive the person for what they have done.
When she talks about a year long headache she is implying something going on for a year that has been hurting her brain, something that she has been thinking about that caused pain. She says: "I'm not okay/ I'm feeling scattered/Dont say I'm all that matters/ leave me, deja vu". This means that she has felt this kind of pain when she mentions deja vu, and she is done feeling like the most important because she knows there are other problems to deal with, and this person has hurt her enough to where she doesnt want to feel their care. When she says in the end: " Call my friends and tell them that I'll love them/ and I'll miss them/ I'm not sorry/ call my friends and tell them that I love them/that I'll miss them/ sorry." It shows that in the beginning she wasnt sorry for committing suicide, she had no regrets. But then she reflects upon it and feels bad for what she is doing to her friends, afterwards committing suicide because in the background you hear the ambulance and crying sounds or people screaming after the song is over.

This song is about wanting to get away from it all. 'take me to the rooftop I wanna see the world before I stop breathing turnin blue" this suggests that she wanted to jump off the roof into water. "Sorry can't save me now" she's saying that even the person who hurt her can say sorry all that want but she's leaving
"Taste me salty tears in my cheek, that's what a year long headache does to you" this says that this has been happening for a year and she's sick of it. "Call my friends and tell them that I love them and that I'll miss them in not sorry" she wants her friends to know that she loves them but billie's friends will just abandon her anyways. We all know (or at least most of us do) that Billie has been broken. Her life was ruined and she has learned at a young age that you always lose everyone and that life is terrible and full of pain and sadness. I think this song is about how her life is so wretched and so wrecked that it can't be fixed (hence the chorus 'Sorry can't save me now'). It's about how she thinks the only way to escape from this is by killing herself (suicide), and even though she misses her friends and loved ones, but she knows she'll lose them anyway so she doesn't feel bad ('Call my friends and tell them that I love them, and I'll miss them, but I'm not sorry').

I have a bad habit for jumping to conclusions but I'm pretty sure this song is about someone dying but wanting to just talk to all their loved ones first. I mean, the song is called listen before I go so it makes sense. with just the first line she's wanting a very ideal way to die, seeing the world before she stops breathing, on the roof, with her friend. She starts getting kind of conflicted by asking to be told that love is endless but then shutting herself down with "don't be so pretentious". I started thinking that she might have been dying from suicide or something because of her acting like her friends don't care about her or just leave her, and saying that if they need anything they should come over now. If she were dying of a degenerative disease she might not be able to help them with whatever they needed her for. "sorry can't save me now" cemented that in my mind, because she's saying she's at the point of no return. You can't stop her from killing herself with an apology, that won't save her. anyway, no one else has said anything here yet and I don't think she has either so I'm sticking with it being an idealized death that she's singing about until she says otherwise
