    I think it means that she is mad/sad or just having mixed feelings about a lover she had. I cant explain much because the song sends mixed feelings to me but i think that she wants to die but there's "no time" as she says in the song but that's mostly what i interpreted. (Billie if you are reading this i love you and i hope you have a great journey in life and i have loved you since i was 9 and now i'm 12 Izzy:)

    This song was commissioned by the studios that created the James Bond movie. By this we mean that the lyrics are dedicated to the film. It's not what she feels.
    However:

    It means she was cheated on by a former lover or something like that.

    But I saw you there"

    She had a boyfriend, whom she probably saw in the wrong place, which made her change her mind about him.

    Her boyfriend was something very important to her, like life. But ... life is far from fair.

    Was it obvious to everybody else"

    Now she regrets that he loved her.

    I think it represents being betrayed by someone you loved. This is also the theme song for the James Bond movie by the same name, and this fits the theme of James Bond since he's a spy and throughout the plot, there's double-crossers, people he's friends with, lovers, and more. "We were a pair" "Was it obvious to everybody else"
    "You were never on my side" and "You're no longer my concern" make me think it's about someone who's lover was on the enemy side and they've left them now. I also think "there's just no time to die" means that they won't let themselves give in to the enemy side even though the person they love is on that side, and that they'd rather sacrifice the person they love rather than give in to the enemy. This also reminds me a bit of the Indiana Jones movie about the Holy Grail where the person Indiana's working with turns out to be a spy for the Nazis. Please rate if you found this helpful.
