    i think Billie is just talking about a toxic relationship like she was being abused NOT PHYSICALLY but mentally by her lover and he didn't seem to care about her and the song starts with "hey call me back when you get this Or when you've got a minute we really need to talk"
    Her lover is busy celebrating his birthday and they had many thing and misunderstandings to clear... then the song is like "Wait you know what
    Maybe just forget it Cause by the time you get
    this Your number might be blocked" she basically doesn't care anymore and wants to dump him without even letting him know and she doesn't wanna hurt the other person feelings.
    But the Lover still tries to convince her and "force" her into the relationship by making her "soft" i think that's really it

    I think that Billie is showing what it is like to have a toxic lover. The sentence: "And I hate to do this on your birthday." shows that when you want to break up, you don't want to hurt their feelings. In the sentence: "I'm not your Party Favor" shows that she is explaining that people shouldn't be used for their looks and body.
